PACT FOR ACCELERATION: THE FUTURE OF LAGES STARTS NOW!
The Pact for Acceleration is a collective commitment that projects Lages as a visionary and dynamic by the year of 2040. With the vision of being an active, positive and smart city, the pact seeks to integrate innovation, inclusion and prosperity, improving the quality of life of all its residents..
To achieve this future, the pact establishes four major missions that guide the necessary transformations:
Lages Educadora
A commitment to education as the basis for development. This mission aims to create an environment of continuous learning, where innovation and knowledge are accessible to all, shaping citizens prepared for the challenges of the 21st century.

Responsive Lages
Focus on agile and efficient public management that prioritizes the needs of citizens. Responsive Lages means a connected city, with simplified processes, transparent governance and excellent public services.

Sustentable Lages
A call for balance between development and environmental preservation. With this mission, Lages becomes a reference in sustainable practices, prioritizing clean energy, smart mobility and the preservation of natural resources for future generations.

Lages Agrobiotech
The fusion between the strength of agribusiness and the power of technology. This mission positions Lages as an innovation hub in the agricultural sector, exploring biotechnology to generate solutions that increase productivity and promote sustainability.

More programs in development
ZPE Lages Project – an opportunity for international trade
ZPE - Export Processing Zone is a free trade area where companies send most of their production to the foreign market.
ZPEs are created to: Contribute to the development of the export culture, disseminate technologies, reduce regional imbalances, and encourage productive investment. All with access to specific tax, exchange rate and administrative treatments.
The Lages ZPE will be located by the side of BR 282, km 204, in an initial area of 1,500,000 m² already owned by the Municipality.

SCGÁS - Expansion of Gas Supply in Lages
SCGÁS has significantly expanded its supply network in Lages, strengthening the city's energy infrastructure. This expansion is strategic to meet the growing industrial, commercial and residential demand for a clean, efficient and economical source of energy.
With increased access to natural gas, Lages becomes even more attractive to companies seeking to reduce operating costs and adopt sustainable practices. SCGÁS' expansion is a competitive advantage for the production sector and contributes to the modernization and diversification of the region's energy matrix, promoting sustainable development.

ENERGIA BOA PROGRAM – Boost for regional development
Launched by Governor Jorginho Mello in June 2024, the Energia Boa Program is an initiative that aims to foster the economic development of Santa Catarina through investments in energy. The program includes the expansion of the electricity generation and distribution infrastructure, ensuring safe, affordable and sustainable energy for industries and communities.
For Lages, Energia Boa is a watershed, enabling new ventures and strengthening the region as a hub of innovation and competitiveness. In addition, the program encourages the use of clean and renewable technologies, aligning economic progress with environmental preservation.

WINTER SEASON – Lages as the capital of winter tourism
Presented during the National Pine Nut Festival, the Winter Season program, also conceived by Governor Jorginho Mello, highlights Lages and region as the main destination for winter tourism in Santa Catarina. The program seeks to promote the culture and unique characteristics of the serra, with actions that promote the creative economy, typical cuisine and cultural events, such as the Pine Nut Festival itself. The Winter Season also encourages rural tourism, winter sports and outdoor activities, attracting visitors and strengthening commerce and the service sector. Tourism in the mountainous region is perennial, with attractions all year round, and is a constant target for those looking to escape the end-of-year hustle and bustle on the coast, for example.
For investors, the Winter Season opens up new opportunities in areas such as hospitality, entertainment and tourism, consolidating Lages as one of the most sought-after destinations in southern Brazil.

Urban Mobility Plan
PLANMOB, launched in August 2022 by the Lages Department of Planning and Urban Mobility (Seplam), is the city's first Urban Mobility plan, focused on facilitating the movement of people and promoting sustainable and economic development. The plan includes data collection, public hearings, and the development of a bill.
The objectives include: encouraging the use of public and non-motorized transportation, promoting renewable energy, ensuring equitable access to transportation, and reducing environmental, social, and economic costs.
Seplam, in partnership with the Traffic Department, implemented actions such as the binary system on central streets, improvements to Av. Luiz de Camões, installation of speed bumps and signage, roundabouts, and the Blue Zone in the rotating parking system.

Digital Project Approval System – Lages among the most advanced cities in digital management in the country
The City of Lages uses a digital project approval system that modernizes processes such as approval of construction projects, feasibility checks and issuance of occupancy permits. The intuitive and efficient tool reduces the time spent analyzing documents by more than 70%, simplifying and speeding up services.
As a result, Lages is among the 50 Brazilian cities that, together, saved more than R$42 million by digitalizing manual processes. The initiative transforms Lages into a smart city by integrating technology and management to make life easier for citizens.

PCHs/CGHs – Hydroelectric Power Generation
Lages and its surrounding region boast enormous potential for hydroelectric power generation, with multiple projects at various stages of development. Among them, Small Hydroelectric Power Plants (PCHs) and Hydroelectric Generating Plants (CGHs) stand out, many of which are open to opportunities for partnerships, consortium formation, or acquisitions, allowing investors to position themselves in an essential and growing sector with high returns and sustainable impact.
